
Judicial Court and Attorney Measures of Performance (JCAMP)
The Judicial Court and Attorney Measures of Performance (JCAMP) is a set of measures for studying the quality of practice of the child welfare legal community. While the child welfare agency is required to collect and report data to the federal government, the courts have long lacked the ability to track and report on their own data. In 2021, the Children's Bureau funded the Capacity Building Center for Courts to work with a multidisciplinary team to develop measures that would complement existing agency performance measurement.

The JCAMP Measures include court processes, legal professional practice (in and outside of court), and perspectives from parents and youth about their court experience.

JCAMP Volume I
Volume I of JCAMP identifies child welfare court performance measures across five domains - engagement, due process, quality legal representation, safety, and permanency.
JCAMP Volume II
This volume of JCAMP includes a 6-step process with key ideas and suggestions to begin prioritization, and selection and collection of performance measurement.


JCAMP Volume III
JCAMP Volume III provides template tools for every step of the implementation process, including data collection.
JCAMP Volume IV
JCAMP Volume IV identifies every measure with specific technical guidance on how to define, operationalize and measure performance measurement item.


JCAMP Volume V
JCAMP Volume V includes all the research and background information that went into identifying current performance measurement and research in all 5 domains of measurement.
